前衛生署長楊志良昨上午在藥事公會等團體代表十多人陪同下，背個背包，一派輕鬆前往國民黨中央黨部，完成2016總統黨內初選領表手續。對外界把他視為B咖或C咖，他強調自己是A咖，「這幾年來哪個政務官有75%的滿意度」。

不改大砲性格的楊志良領表前，先是砲轟馬總統提出在任內要完成兩岸互設機構等政策根本就弄錯重點，「現在台灣最重要問題是幼有所養，弱有所用，老有所終，這才是我們最重要的東西。」

隨後，楊志良不忘酸一下即將率團登陸進行國共論壇的黨主席朱立倫。他說，如果朱立倫要參選，他相當歡迎，但在那之前，得先把他去參加國共論壇的身分講清楚，「到底是以主席，市長，還是總統候選人身分出席都不知道。」

楊志良說，現在國民黨高層已偏離國父孫中山先生當年民有、民治、民享的三民主義；他拿出一本1964年國民黨發給他的古董級紙本黨證說，黨齡已51年的他才能代表真正的國民黨。

對初選保證金制度，楊志良仍批評不斷。他說，光要湊足200萬已經很頭大了，下一階段初選登記，還需繳交500萬元，的確壓力很大。他笑著說:「但是因為我是優秀黨員，是A咖，最好的辦法還是向黨中央借」，引起在場記者一陣笑聲。
